(2.) During the most critical of critical times. Beginning at the rapid onset evacuation search and rescue phase of operations. When there is no time to wait on ‘non-resident’ agencies. Like big government, to arrive to set up locally.

Filling the gap. Ascent’s aim is to deliver critical aid to local responders and the like. Prior or upon the storm’s touchdown and, critically, ahead of the Calvary (government / agencies) arriving to clean up afterwards.
